Proceedings of the Smart Cities International Conference (SCIC), 13th Edition, 2025 brings together 32 papers presented in Bucharest on December 3–5, 2025, under the theme “Leading for the People, Accelerating with the Digital.” Organized by the Faculty of Public Administration at the National University of Political Studies and Public Administration (SNSPA) and Smart-EDU Hub, the conference also marked the Faculty’s 30th anniversary. The contributions examine smart cities through the lenses of governance, the environment, education, and urban life. They address the use of artificial intelligence in public administration, health-service interoperability, digital construction permitting, resilience to disinformation, the circular economy, climate adaptation, and the environmental costs of digital technologies. Studies of professional skills, learning, and inclusive educational spaces broaden this perspective. Drawing on conceptual analyses, empirical research, and case studies from Romania and other regions, the volume argues that a city’s intelligence cannot be measured solely by the technologies it adopts. It also depends on institutions’ ability to govern those technologies, protect citizens’ rights, and turn innovation into lasting public value.
